Abstract

The study analyzes the technical and regulatory relevance of implementing a University Social
Responsibility Directorate (USRD) in Peruvian public universities, as well as its potential
articulation or integration with the current Social and Cultural Outreach Directorate (SCOD). The
National Planning System, and the guidelines of the National Modernization System, a functional
overlap between both institutional areas was identified. The research applied a comparative
documentary analysis of organizational structures from 18 public universities, supported by a
review of recent literature from the last five years. Results indicate that it is feasible to create a
USRD under the Academic Vice-Rectorate as a transversal strategic unit or to merge it with
SCOD into a comprehensive macrostructure named General Directorate of Engagement and
Social Responsibility. Process mapping revealed duplications in outreach programs, cultural
activities, and community engagement actions. An organizational model was developed to
optimize resources, reduce redundancies, and strengthen institutional coherence. It is concluded
that a process-based management approach enhances articulation between outreach and social
responsibility, enabling a university performance aligned with social demands and quality
assurance frameworks.
