Professional training of regional governors in Peru and its relationship with the level of regional competitiveness of their regions

This study analyzes the relationship between the professional training of regional governors in Peru and the level of regional competitiveness of their respective regions during the period 2023–2026. Decentralization has granted regional governments a key role in territorial development management, raising the question of whether the academic level of their authorities might be associated with the competitive performance of their regions. The research adopts a quantitative approach, with a non-experimental, relational design. A Governor's Human Capital Index (GHIC) was constructed, and the Regional Competitiveness Index (RCI) was used. The Shapiro-Wilk normality test and Spearman's rho coefficient were applied to evaluate the relationship between variables. The results show a very weak positive relationship (ρ = 0.171), which is not statistically significant (p = 0.415). Consequently, there is insufficient evidence to conclude that there is a significant relationship between the governor's professional training and regional competitiveness. It is concluded that regional competitiveness responds mainly to broader structural factors, and not only to the academic training of each Regional Governor.
